Done with traditional media: pencil, inked, erase lines, watercolor out of tubes on a paper palette and a kid's brush, marker, colored pencil, and Photoshop.
Fluttershy always seems to be much more comfortable around Rarity than the others, which makes sense as they're supposed to be really close friends. In that sense, this image captures that feeling well; a cute embrace between best friends.
Watercolors can be really annoying to look the way you want, and I must say there's not much to complain about in terms of that. The only real complaint is that the colors on Fluttershy's cutie mark seem a lot more faded than the rest of the image; it's not easy to make out any details.
My other complaints all lie with Rarity. Her ear looks like it's far lower on her face than Fluttershy's, though it is pressed down against Fluttershy's face so it's not too awkward-looking. Rarity's left hoof also seems really large in comparison to her right hoof and the rest of her lest leg. Yes, there's foreshortening involved, but it seems a little too extreme in this case.
